The characteristic of Sudaksky region

As industrial production in Sudak there are enterprises of wine and baking industry, and also the enterprise on manufacture and distribution of the electric power, gas, water and heat. The main orientation of Sudak region is resort-recreational activity.
Sudak a city on the eastern Southcoast, is lokated in the southern part of Sudaksky valley on the coast of Sudaksky bay of the Black sea. The coast of a bay is edged with a wide sandy-gravel beach; moreover this is a unique place in Crimea where beaches with light quartz sand.
The climate of Sudak is close to seacoastal, i.e. soft, without sudden temperature changes. The sea gets warm by the end of May, and remains warm up to the end of September. An environment defines the resort structure of this city. Here patients with respiratory apparatus of non tubercular character illness, cardiovascular and nervous systems are treated.
Valley of Sudak is not only the most extensive of all valleys in Crimean Eastern Seacoast, but also fertile both in the recreation, and for an agricultural production. Reaching on 13 kilometers from the north to the south, the valley lays in a frame of picturesque mountains with quaint gear tops. Thanks to mountains it is protected from cold northern and northeast winds, and daytime sea breezes moderate heat of the southern sun.
Long-term observations show that average precipitation in the region is 318 mm a year. Sunny days are more than on any other resort of Crimea, i.e. 2550 hours per one year.

In comparison with other resorts of Crimea in Sudak there is the least amount of cloudy days in one year, i.e. 84. Average annual temperature is +11,9 °C. It is especially hot in July and August - up to 38 °C.

Sudak today is:
- City without large industrial plants and ports;
- Known climatic resort famous by nice beach and, probably, one of the most pollution-free places of peninsula with no industrial projects. Besides, Sudak is located in the extensive green valley covered with vineyards and gardens;
- Historical center, where number of historic and cultural monuments reaches 151 in this region. Ancient Genoa Fortress is located in the city. The territory of the fortress is about 30 hectares, it is enclosed within powerful centuries-old walls from 6 up to 8 m in height with towers;
- Center of the most unique in Crimea agricultural area producing branded and champagne winemaking, and as large a resort region of southeast Crimea.

Recreational Complex of Sudak

In Sudak over 180 thousands people come to have a rest annually, including informal tourists. The sanatorium complex of region is presented by 16 enterprises capacity for about 6 thousand places. Thus now on its territory there are only 2,6 % of general number of sanatorium and health-improving establishments of Autonomous Republic of Crimea.

 

 

General number of resorts is 16, including:
- Sanatoriums - 3 (state property is 2 of them, the property of the international organizations - 1), number of bed places is 705;
- Boarding houses - 7 (3 belongs to international organizations, 2 are a collective property, 2 belongs to a State), number of bed-places is 2461;
- Recreation departments - 2 (1 is a national, next is a collective property), bed-places - 270;
- tourist-sanitary complexes - 2 (both are collective property), bed-places - 1416;
- health-improving camps for children - 4 (3 of them belongs to a state, one is municipal property), all bed-places - 1219.

The number of rested and recovered in a season of 2002 was 35,7 thousands people, or
3,9 % from the general number in Crimea. Thus from among rested, a third was foreigners.

Level of fillability of sanatorium and health-improving establishments of Sudak was 53,0 % in 2002 (information of the Crimean Ministries on Resorts and Tourism). Maximal of long stay general permit to resort establishments of Sudak region has made 396 USD, minimal - 103 USD in 2002, that on the average is 1,6 % higher than a level of the previous year.

In 2002 year the average volume of an additional rendered services per one vacationer was 37 USD in Sudak (greatest across Crimea). This parameter in Yalta had been estimated at 19 USD per vacationer. On the average across Crimea this parameter in 2002 was 14 USD, that on 4, 5 USD is more the previous year.

By the sum of the taxes for 1 bed-day in 2002 Sudak took the second place - 2 USD. Yalta dominated - 2,3 USD. Saki took the third place - 1,9 USD, Alushta -1,7 USD.
Almost half of services rendered on the territory of Sudak in 2002 were services of hotels and boarding houses (1,95 million USD).

A share of the enterprises of Sudak city in the total amount of export in the recreational sphere was 10,0 % . In comparison with the similar period of the previous year the volume of export of the sanatorium and tourist organizations of city has decreased by 10,1 % (due to the reduction by 81,6 % of sanatorium services). Export ratio of hotel services and tourist organizations has been increased. Sanatoriums only rendered services to foreigners at the rate of 194,3 thousands USD, from them 91,3% to citizens of Russian Federation, 3,9% to Byelorussia, 3,6% to Lithuania.

Bief History of Sudak:

The historical destiny of Sudak has been reflected in a diverse and complex life of the entire Crimea.
The first settlement authentically known to us was found on the territory of Sudak in 212 A.D.by Alans tribes. They named this place as Sugdeya, that means “ pure, light “. There is a hypothesis, that the origin of name “Sugdeya” is related to Sogdiana, the trading union of the Central Asian cities connected to Great silk way (path).
In VIII - IX centuries in the time of Byzantine Greeks Sudak was already a large trading city and seaport, trading with the Kiev Russ, the countries of the East and the Mediterranean. In XII and at beginning of XIII centuries Sudak achieved the greatest prosperity. Its influence was so significant, that even Arabs named the Black sea as Sudakskoye sea, and Russians - Surozhskoye. Constant and steady relations between Surozh and Russia proceeded down to the invasion of mongolo-tatar hordes.
In XIII and XIV centuries when Venetians owned the city, and then the Genoeses replaced them. The city was a repeatedly plundered city and ruined by hordes. Since 1475 Turks had been dominating in Sudak for almost three centuries. During this period there was a final falling of Sudak as a trading city and seaport.
Since the city foundation trading and port functions of the city used to vary, but Sudak never lost its significance as a center of viticulture and winemaking.
From the end of XIX Sudak became known as one of the Black Sea resorts. Both intelligent average-income people visited it and students who couldn’t allow expensive resorts of the Southern coast. This city had been drawing attention of travelers since ancient times. They were scientists, writers, artists and other cultural workers.

The Characteristic of Realization Conditions of Investment Projects
on Territory of Priority Development “Sudak”

Enterprises which are involved in activity within TDP “Sudak” during investment projects realizing (in administrative-territorial borders of Sudak, Novy Svet urban settlement, Mindalnoye settlement, villages Veseloye, Grushevka, Perevalovka, Kholodovka, Dachnoye, Lesnoye, Mezhdurechye, Voron, Morskoye, Gromovka, Solnechnaya Dolina, Bogatovka, Pribrezhnoye) as priority kinds of activity are determined projects, with the cost not less:

- $100 thousands to the preserve historical and natural heritage, sanitation, streets cleaning and waste processing;
- $200 thousands to cultivate fruit, berries, nuts, crops for drinks and spices manufacture, dietary products and dietary food manufacture, health protection and the social assistance;
- $500 thousand - hotels and other places for short-term residing, activity of the sanatorium organizations, waste processing, construction, city and road transport, transport freight handling and warehousing, transport infrastructure functioning, attractions and amusement parks operating;
- $1 million - manufacture of the electric power by power stations of other types, electrical, gathering, clearing and distribution of water.

The enterprices which developed and approved business - plans of investment projects in Council on questions of Territories of Priority Development and Free Economic Zone “ Port Crimea “ in Autonomous Republic of the Crimea:
· Are exempted from payment of the entrance customs duty for the period of realization of investment projects, but no more than for five years which are imported on customs territory of Ukraine - on territory of priority development - for needs of domestic manufacture related to realization of these investment projects (materials and raw material, the list and which volumes of import are defined as established by Council of Ministers of Autonomous Republic of Crimea; the equipment and their componentry, this preference is not applied when importing under excise goods on customs territory of Ukraine).
· Are exempted from value added tax for the period of realization of investment projects, but no more than for five years, operations on import (transfer) on customs territory of Ukraine - on the territory of priority development for needs of domestic manufacture related to realization of these investment projects as established by the present Law, equipment and their componentry. This preference is not applied when importing of under excise goods on customs territory of Ukraine.
· For three years profit is exempted from taxation in part which is received from mastering of working, again created, overprofiled, restructured enterprise, which realizes the investment project as established by the present Law. The profit of such enterprises received from realization of the investment project from fourth till the sixth year including, is taxable at 50 interests of the current rate of the taxation. This norm is applied from the moment of reception by the specified enterprises of the first profit.
· Are exempted from a payment for the land for the period of land-reclamation (planning its territory, construction of infrastructure objects, etc.), but no more than for five years (the land lot should be purchased by enterprise).

Presently on the territory of priority development “Sudak” there are 4 projects being realized, with their total volume of planned investments at the rate of 14 millions USD:
· “ Development of “Marianida” boarding house, with estimated price of $6 millions;
· “ Reconstruction and operation of “Metallurg” camping, with estimated price of $0,5 million;
· “ Development of viticulture and grapes remaking in “Solnechnaya Dolina” Open Society, with a planned total value of investments in 6 millions 600 thousands USD (now it is realized with overfulfillment of investment schedule).
· “ Construction of park of aqua-sports attractions “Aquapark” in Sudak with the planned total value of investments of 0,859 millions USD .

During the realization of these investment projects 217 new workplaces have been created and 304 workplaces are kept.

Besides Daughter Enterprise «NVIL - port Crimea », limited society “Aquamir” and other enterprises have expressed desires to become subjects of territory of priority development “Sudak” in 2003 year.

Some more perspective projects are proposed, including:
- Construction of “Medvezhonok” resort-recreational complex (bay Kapsel) with an estimated price in 20 millions USD. Its operation start-up should to provide 180-200 new workplaces;
- Enlargement and reconstruction of the “Voshod” tourist base It is supposed to increase quantity of cottages, to raise comfort of the base and to create new jobs

At present administration of Sudak sped up the work on attraction in TPD other objects and the enterprises.
