"Construction and operation of seasonal autocamping and aquapark
for children in a Kapsel bay"
The
present offer is presumable and developed at the base of settlement
Solnechnaya Dolina village council with the purpose to acquaint potential
investor with prospects of activity in recreational sphere on the Territory
of priority development "Sudak".

Mission of the investment proposal
With the purpose of ecological balance preservation in a Kapsel bay
and health - improving, rest and entertaining services providing on
the ground area and beach assigned for these purposes it is offered
creating a complex of small seasonal businesses, including auto-camping,
parking places and aqua-park for children with an associated infrastructure
for rest.
For realization of this project different variants can be considered,
including:
1. Creation of joint venture on the following terms:
- Solnechodolinsky village council gives the land plot up to 16 hectares
on the rent terms without rental payment;
- The investor finances expenses for construction and equipment of complex.
2. Creation of independent enterprise with the prospect of the ground
area purchase (the land price at the given ground area makes less of
3 USD per square meter);
3. Investors association establishing with an aim to finance different
objects separately with the common expenses (beach infrastructure) sharing
at the fair base. Investors should to pay rent for their land plots.
1. Existing situation
The ground area up to 16 hectares is located in a southwest part of
Kapsel bay on seacoast. The coastal strip extension is 1400 meters that
allows to accept up to 7000 holidaymakers per day according current
building standards.
From the southern side the territory is bounded with steep slopes of
Rybachy cape (Meganom cape), and two small bays from the north (a Fig.
1.). The ground area is in 7 kilometers from Sudak and 9 kilometers
from Solnechnaya Dolina settlement to which it is connected by asphalted
road. Presently its territory is not filled with any buildings or constructions
and occupied by unorganized holidaymakers. The shore has sandy and pebble
beaches with picturesque bays, and seawater is remarkable for high ecological
cleanliness and a transparency. At coast there is a lot of sea fish
and rich underwater landscape. Just this place is used for a scuba diving
and hunting. Hence Kapsel bay has significant potential recreation and
sea resource. For retention of ecological balance of territory it is
necessary to create conditions on releasing a hundred-meter zone up
from shoreline from motor transport and other polluting factors.
Nowadays about 450 individual motor vehicles come on the beach of bay
daily. The significant amount consists of holidaymakers living in hotels
of Sudak and autotourists from the CIS.
Complex description
According to suggested variant of development the complex can include:
1. An auto camping for 50 cars with bungalow;
2. An aqua park for children.
For their operation it is planned to construct:
" Covered parking place for 60 cars;
" Parking place for 400 motor vehicles;
" Playgrounds for big tennis, volleyball (hire of sports stock
including);
" Place for water attractions;
" Sanitary - household unit (bio-toilets, shower rooms, washstands,
tanks for water);
" Beach constructions (life-saving station, a first-aid post, hire
of fishing tackles, hire of water attractions and beach stock, awnings,
etc.).
" Infrastructure (checkpoint, places for rest).

Meganom cape is a reserve-recreational zone where erection of capital
construction is forbidden. In view of this the project stipulates all
constructions are temporary and made from collapsible constructions
providing their reliable operation in windy conditions. After holiday
season all constructions should to be disassembled and stored in warehouses
till next summer.
The decision to use temporary collapsible constructions is a distinctive
feature of the given investment offer that allows to reduce significantly
running expenses.
The total sum of the investments required (planned) for realization
of the project makes 0,159 million USD. Duration of complex construction
is 2 months (plus 4 months for equipment and beach stock purchase).
Solnechnaya Dolina village council is ready to consider other proposals.
Application of the suggested project variant will allow provide rendering
of auto camping services with accommodation of clients in tents, including
sanitation services and other profile services, tickets sales to aqua
- park and other infrastructure.
As a result of the project on its first year 40 seasonal workplaces
will be embed. The object of resort-tourist service including auto camping
and aqua-park will be implemented.
In state budgets additional money as taxes in the sum 0,177 million
USD for 5 years of the project will be involved.
Besides local budgets will receive money from land plots lease and trading
patents paid by involved businessmen and enterprises.
Payback period, not discounted- 4 - 5 years
As the basic results of the project:
" Creation of resort - entertaining complex;
" Attraction of clients from Sudak region, Ukraine and NIS countries;
" Preservation of Kapsel bay ecosystem;
" New work jobs making;
" Maintenance of gross revenues of the enterprise in the sum of
150 thousands (for 5th year of the project), and net profit more than
0,027 million USD for the same period.
