«Pool construction and reconstruction of

the sanatorium - preventorium "Polet"»

The present offer is developed with the purpose to acquaint potential investor with prospects of the sanatorium - preventorium "Polet" activity in recreational sphere on the Territory of priority development "Sudak".

Enterprise location
The state enterprise special - purpose sanatorium - preventorium "Polet" is located in Novy Svet (New World, exact meaning in Russian) settlement, at 7 kilometers from Sudak.

Novy Svet (it was named Paradise by ancient Greeks) - Botanical reserve of the nature with unique a juniper grove, three multi - colored bays and grottoes. The sandy beach and clear sea water of a Green bay do attract tourists on rest for many years. Golitsyn's well-known track opens to resort's visitors Shalyapin grotto, cape Kapchik and tsar's beach secrets.

Novy Swet - one of the most picturesque places of the Crimean peninsula and - the native land of Russian champagne which is made here almost with 125 years by the classical bottle way. The characteristic of sanatorium " Polet ".

The state enterprise special - purpose sanatorium - preventorium "Polet" (further sanatorium "Polet" is the structural subdivision of the flying - research institute of a name Gromov of the State Committee on Defense of the Russian Federation.
Ownership - state enterprise, the Russian Federation property.
Sanatorium is located at the land plot of - 0,8 hectares. Including under buildings 0,28 hectares, a park zone - 0,44 hectares..

Modern 2, 4 and 5-storeyed buildings are surrounded by relic coniferous trees, there are 300 meters distance to the sea. Height above sea level is 60 meters. The foot path to sea passes through a park zone.
Sanatorium's capacity is 100 places. The sanatorium offers accommodation in one-room one or double apartments and two-room two - four - man apartments with all modern amenities.

In one-room apartment there are two beds, a folding armchair or a
sofa - bed, the TV, a refrigerator, the conditioner, a bathroom with hot and cold water, a balcony with a sea view. It is designed for 2 adult and 1 children accommodation.
In two-room apartments there are 4 beds (2 in each room), the TV, a refrigerator, a bathroom with hot and cold water, a balcony with a sea view.
There are three lunch halls in sanatorium. Clients can choice one - two or three meals a day. There are an assembly hall and library in sanatorium.

The favorable microclimate, curative air of a dry coniferous wood, the warm sea, fine landscapes promote high-grade rest and vacationers invigoration.

History of creation and development of sanatorium
Sanatorium " Polet " has been constructed in 1989 for the Soviet cosmonauts.
In 1988 construction of sleeping buildings ¹1 and ¹2 by general area of 4192 square meters has been finished., including an elevated part of 2876 m. sq. The building consists of three blocks connected by transitions

There was uncompleted a construction of two objects:

Two-storeyed building of pool by the general area of 2298 square meters (civil and erection works are carried out: the base - ferro-concrete piles; a skeleton - monolithic ferro-concrete columns with walls from a shell rock stone; a roof - metal farms. The roof, overlapping, windows, doors, a floor - are absent. External engineering communications are constructed. The general area of the pool bowl (concrete) is about 140 m. sq. at depth of 1,8 meters, capacity of 250 cube
meters.

Club's building, the general area 516 square meters (civil and erection works are carried out: the base - ferro-concrete piles, a skeleton - monolithic ferro-concrete columns with lime stone and shell rock walls, a roof - metal farms).
Civil and erection works on a pool's building have been executed for 48,5 percent, on a club's building - for 42 percent.

The pool and club uncompleted buildings have not been inhibited, but, taking into account a soft region's climate, absence of frosty aeration and solidity of structures - the uncompleted constructions are in a satisfactory condition.

Mission of the Investment Proposal
The administration of the sanatorium - preventorium "Polet" is interested in more effective operation of object and with this purpose, together with administration of Sudak city, has developed the investment offer to end construction of pool and club's buildings to increase sanatorium's possible capacity in off-season period. Modernization of a health resort up to a high quality level with rendering services under the European standard three "stars", diversification of health - improvement, medical and service services are also predicted.

It is planned to create an independent all-the-year-round recreational - resort hotel with a full board, active and various rest and medical services on the basis of sanatorium. Vacationers service will be provided by the high qualitative professional personnel.

Realization of these actions will allow to increase profitable enterprises and to increase efficiency its activity.

The purpose of the project realization is getting of the additional profit as a result of the services diversification and more effective operation of sanatorium, health - improvement services and treatment rendered to the pilots and vacationers.

The investment offer provides end of construction of the pool and club buildings, construction of an infrastructure of rest and the health-improvement on their base, diversification of the medical and other services. Sanatorium " Polet " could be the most comfortable health resorts in the Sudak region since commissioning of the pool and club buildings.

Investments required for the project realization

The total sum of the investments required for realization of the project makes 0,627 million USD.
The sum of investments of 0,63 million USD will allow to the enterprise to receive the status of the subject of territory of priority development "Sudak" that will allow to receive tax privileges on customs duty, on value added tax on import, the profit tax of the enterprises and a payment for the ground. The privileges could be granted in case the sanatorium develop and approve business - plans of the investment project in Council on territories of priority development and SEZ " Port Crimea " in Crimean Autonomous Republic issues).

The mechanism of investments return and principles of the profit distribution from object operation can be developed by sanatorium "Polet" administration and the potential investor and fixed by corresponding agreements or (as a variant) are taken into consideration while foundation of an economic society or joint venture at the basis of the existing state enterprise.

Economic efficiency (9 years of the project)

- Net profit with the saved up - 1,2 million USD;
- Internal rate of return (IRR) - 18,5;
- Cost benefit ratio (CBR) - 1,22 (under 15% annual rate of discounting);
- Payback period (PP), discounted - 4,1 years (at the rate of discounting of 10 % annual);
- Payback period (PP), not discounted- 3,3 years;
- Profitableness index (Pi) -1,94.
- Depreciated cost of fixed capitals excluding ground and business cost - 2,6 million USD.
Above-listed factors are counted by a common method with discounting method application without depreciated cost (liquidation value) of the project.

At implementation of this project under conditions of TPD "Sudak" the sum of received tax remissions will make 200-400 thousand USD.

Economic impact of the project and its social importance
As a result of the project the new object a resort - tourist service that corresponds to the world standards will be constructed and it should to exert essential influences on tourist image of Sudak.

Additional funds as taxes and dues in the sum 1,1 million USD for 9 years of the project will be involved in to the state budget.

As the basic results of the project:
" Creation of health-improving complex of an elite class;
" Attraction of clients from among representatives of average and large domestic business, the foreign citizens arriving to southeast Crimea for rest and health-improvement;
" Maintenance of steady development of the enterprise due to strategy of the advanced complex of hotel tourists services rendering and orientations to the most solvent segment of consumers of such services;
" Maintenance of gross revenues of the enterprise in the sum of 4,7 million USD (for 9 years of the project), and net profit more than 1,8 million USD for the same period.
